PC wont post

recently i tried to turn on my PC but nothing would happen. i would hit the power button, no fans would turn on no display at all. the LED on the motherboard is on. i re-seated the RAM, tried a different power supply, i took out the GPU and unplugged everything except power and fan cords and one stick of RAM but it still wouldn't boot. So i sent in the motherboard in for RMA and when it got back i installed it but the problem still occurred. Im thinking the CPU might be dead. can i get any help ?
