PC wont POST

I built this PC 3 years ago. (So it's not just a mistake in a new build). I believe the motherboard may be dead.

Some background on what happened before:
-a week ago i installed a SATA PCI card into the machine
-yesterday i removed this and 3 hard drives (all completely unrelated to the SSD with my windows install).
-The PC gave me the 'Please insert or select a bootable device' (not word for word) prompt, i fiddled around with the boot order for 30 mins trying to get it to boot, with no success.
-I tried the SSD in a laptop, booted first time.
-At some point the PC just decided it didn't want to POST anymore?

I tried everything on the forums, swapped all RAM cards around, used all of them individually in every slot, took the graphics card out and tried to go onboard, nothing. Tried removing all devices except video, nothing.

The only thing that happens when you power on the machine is all the fans spin up, a light flashes on the motherboard, but no beep. This leads me to believe it's not the power supply because everything seems to get power.

The main problem is i can't tell what ELSE could have broken. I don't particularly mind replacing CPU, RAM and of course, Motherboard, but if the GPU and the power supply died it would increase the replacement cost hugely.

So, is this literally just a motherboard issue or something else?
 
If a case speaker http://images17.newegg.com/is/image/newegg/12-201-032-TS?$S300W$ is connected to the motherboard, try leaving only CPU and CPU fan installed (remove RAMs, graphics card, HDDs, PCI cards. whatever other components) and start the board. If the CPU fan does spin and getting no beeps, you'd know that it's either the board or the CPU.
Most probably the board.
