PC won't post

It's my first build, have been using it for over a month now but only today have I had problems with it. Whenever I power it on all fans begin operating at what seems like 100% (including the GPU's), the LEDs on the AIO cooler, GPU and the case's power button are flickering non-stop and surprisingly the LEDs on the RAM sticks don't turn on.
I've tried booting the PC up with only the CPU, PSU, and a single stick of RAM installed to the motherboard but to no avail. I even cleared the CMOS by removing the battery temporarily and I still can't post. I suspect that the problem is occuring from the MOBO or PSU (I pray it's the PSU).
My parts are
CPU: Intel core i7 7700k
CPU Cooler: EVGA CLC 120
Motherboard: ASUS Strix Z270E
RAM: Corsair Vengeance LED (2x8GB) DDR4 3200 memory
Storage: Samsung 850 EVO 500GB SSD, Seagate Barracuda 2TB HDD
GPU: EVGA GTX 1060 6GB
PSU: Corsair CX650M
Case: NZXT S340 Elite
OS: Win10 Home
 
Solution
I would definitely try testing psu first before motherboard. Also try with different ram and try putting in different slot. Also check for grounding issues also.
