PC wont power down on restart

as the header says, when I click restart in windows everything shuts down and my monitor stops reciving power but the computer never actually restarts it just stays full power, all fans going all lights working and just stays that way no matter how long I leave it. I just bought this computer last night used, they claimed it had no problems but this is very frustrating and I tried changing boot options in msconfig, cleaning the ram, making sure fans where plugged into correct spots on mobo

*solved* flashed bios now it works properly
