PC wont power on until an extinsive wait

after I turn off my computer it will not turn on, after an extensive wait period it might turn on. replaced the MOBO, still does it

AMD FX 6350
XFX R9 280x
16 gigs ram
EVGA 850 watt 80 plus gold PSU
had an Asus MOBO just replaced it with a gigabyte 990

Suggests a PSU problem.

Try the EVGA PSU in another computer (use friends', neighbours' or whoever else's computer if necessary), and/or try another known working PSU.
