Question PC Won't Restart or Shutdown after Windows Update

Windows 11 Home 64bit
Asus Tuf z690 Plus wifi
i9 12900k stock
Asus Tuf RTX 3080 OC
Corsair Dominator DDR4 3600 mhz 2x8 gig
Corsair RM850x Shift

About a month ago during a windows update my computer shut down during the update. After booting it said the update was complete, and then the power button when clicked puts my monitor off and system in a state where the fans are running. Same when I click restart. I have to hold the button to force a shutdown. I'm trying to avoid a complete windows reinstall if anyone knows a solution.
