PC won't run Twitch stream

Hello, I wanted to stream Fortnite/CS:GO on Twitch.
My PC Specs Here:
Intel i7-7700k 4.2 Ghz Quad-Core Processor
Zotac Geforce GTX 1070 Mini
Corsair Vengeance 16 GB Memory
Some Intel Stock Cooler
Cooler Master HAF 932 Advanced Case
512 GB SSD, 2 TB Seagate External HDD

For Fortnite, it runs 1080p30fps fine. (I feel like that's too low for my PC, or is it just right?)
CS:GO runs fine at 1080p60fps.
For the meme, I wanted to stream some Roblox (ik such a loser).
When I tried to stream it, the stream was buffering on twitch even though it was fine on my OBS screen.

If anyone has any answers, thanks.

Buffering sounds like it is likely related to network issues. This could either mean your upload speed is insufficient or Twitch's servers are having issues which seems to be common for some people. Check your upload speed and make sure it meets Twitch's recommended upload speed of 3-6 megabits per second. This may not sound like a lot, which it isn't, but you'd be surprised as to how many people have incredibly low upload speeds compared to their download speeds.

Not the most accurate test, but yes it meets the 6 megabits per second. I run it at 4500 anyways, sorry that I didn't say that earlier.

Cool. 6 megabits per second is a pretty terrible upload speed (mine is the same) so all I can really think of at this point is try to eliminate anything else that could be uploading at the same time you are. Buffering is usually an issue with streaming content back to you so in all likelihood it's either Twitch's servers or your computer/router is just freaking out. If you have another computer or a phone you can try watching your stream on while your streaming, see if the buffering still occurs. If it does, try restarting your router/modem and see if that helps at all.
