My pc graphics card turns on but I get no display and the red light that pops up when I power it up isn't on either. I think it could be the red white blue cables out of order or something? Can't figure this out. Seems like only GPU is on since it's lit and fans are on. Also not sure the usb ports and working cause I plug in my mouse but the mouse doesn't light up. When I turn pc on I do get a no display warning on my monitor so monitor is getting some form of power from pc.

White GPU lights up the fans however are not spinning

This is a brand new out of box i7 7700k Karby lake, does it need bios to show signal to monitor? How would I even install those without picture

Those cables are your front panel connectors. They either work (power button etc) if they're in the right place.... or they don't (if they're in the wrong spot). You're just completing a circuit with them - and they wouldn't stop a display out if they're able to turn the system on.

Based on the 2nd and 3rd images, you've only connected a single 8 pin connector from the PSU, with the GPU requiring 2x8pin connectors.

The CX750 isn't a great PSU to begin with, but the card has no chance if you're only providing half the power it demands.
