PC won't show video efter shut down

Hello everyone
for quite a while my pc won't show video efter i have shut down in windows, when i press the power button my case the fans start spinning, and the light on the case power button does not turn on, but when i flick the switch on the psu and try again it works fine, idk might be problem is it possible it is a problem with the psu or motherboard?

Sounds like a possible bios misconfiguration but if it works in a specific way it should still work. I would try updating your drivers and maybe even your bios bit in all honesty im at a bit of a loss here
