PC won't shut down or restart - help please!

Hi,

Problem: My PC won't shut down or restart, it get stuck on the windows screen with the little rounded gear turning forever. After like 30 second if i click mouse button screen get black. I can't do ctrl-alt-del while the gear spin a an infinite loop to see if something still run that could cause this issue. I tried to repair windows via USB key windows installer, it dont work and when I leave tell the installer to shut down the PC. The PC shut down. So the issue is not an hardware but probably technical.

More details:

I usually put my PC on sleep 95% of the time and so I don't know what could have caused this issue. I can still put it on sleep with no problem.

Possible story that could have caused the issue:

In the last days I sold I sold my 2 GTX 770 graphic card to 2 different person. When the first person came to get his card, I powered off the PC to remove 1 card and leave 1 in the PC to show him the card in the PC was working correctly. The nvidia driver for a reason I personally don't know got removed in that process. I managed to reinstall it and get the driver working.

I know that AT LEAST since that day the issue was there because I was trying to shut down the PC after the driver update and been forced to power it off.

Now I have put my old Radeon 6950 in my rig until my new card is shipped. The driver of that card is installed.

Few weeks ago I installed Driver Booster, I had few driver to update but again im not sure if this caused the issue.

What i've tried:

- boot in safe mode and try to shut down/restart the pc, it didnt work.
- My windows update say my windows up to date. But i get this msg when i troubleshout WU: https://gyazo.com/a812cb984e45f3584a404a485f93d2fe

- I tried to force shutdown with cmd
- I even reinstalled windows while keeping my files and apps
- I runned ccleaner, anti-malwarebite, avast and than disabling avast
- I checked motherboard if something was unplug, everything look fine.
- I tried few other things i cant remember.
- Now I pray for help 🙁

Ask the Motherboard Manufacture to give you a new motherboard of the same kind and then see if it works

Check that you have every cable in your pc connected to the right place, if you are confuesed dont be afraid to look through the Motherboards manual or google it .
 


Everything is plug correctly. I have just check again. This is not a new build and the only recent thing I did was changing the video cards.

Would clicking reset on my motherboard be any risky and worth a try?

This is starting to be very frustrating.
