[SOLVED] PC won't shutdown, restart or sleep!

so I've got a PCIe card (Tevii satellite card) installed on my win10 1909 PC.
When I press shutdown, restart,..... display signal stops, hard drive stop (as I can hear it), but fans and lights keep running forever.
When I uninstall the card drivers, PC shutdowns normally!
The issue happens when the card drivers are installed
I cleared CMOS and updated the BIOS

- I buit the PC myself, the MB is Gigabyte b450m s2h
-Card was working normally before
-Tried clean install of older windows 10 versions
-Updated to the latest BIOS

I doubt there are newer drivers given it says its for win 8.1.

Does it only install drivers? or did you install the bundled program?

Try a clean boot and see if it changes anything - make sure to read instructions and make sure NOT to disable any microsoft services or windows won't load right - https://support.microsoft.com/en-au/help/929135/how-to-perform-a-clean-boot-in-windows

if clean boot fixes it, it shows its likely a startup program. You should, over a number of startups. restart the programs you stopped to isolate the one that is to blame. I could guess its one of the bundle if its installed.

If custom, do you know what motherboard?

How new is the BIOS?

sometimes if pc won't shutdown its a power setting conflicting with the bios so could set them to default in windows (since you reset cmos already it shouldn't be from bios end.).

It sounds like windows shutsdown completely but the signal isn't getting to bios.

It is strange that the drivers would cause PC to act like that. Does it happen if card is in PC without drivers installed?

without drivers installed everything is normal.
once I install them it never shutdown properly.
If card is removed with drivers installed, it works normally.
If I pull the card out while the PC is stuck at that (fans spinning forever after shutdown), it does shutdown completely
It's getting me crazy
