PC wont start after cleaning psu

Hello. Last night i cleaned my psu but before that i tries to upgrade my mobo, seems the new one is too big and i reconnected old mobo. The pc ran but after a minute, very loud noise from psu started and the fan was spinning slow. Googled it and the final i came to was that it wasnt clean(but ran without noise before). Now it doesnt even boot up.

Hello,

Power supplies are not designed to be opened as it's dangerous to you and the components inside. The loud noise followed by no boot means its broken. Either from static damage or overload (due to being cheap?). I'd recommend purchasing a new higher quality model power supply, and to never open it up.
