Pc Won't start, not PSU. Motherboard issue?

Well, hello, I'm kinda bad at introductions so I'll only describe my problem...
A few months ago I shut my PC down, and then tried to turn it on again, but there was no response, no POST beep, no fans spinning, nor anything, I just knew the mobo was getting power by pressing the NumLock button on my keyboard, several times a day for a whole week, then I declared it as DOA. I couldn't care less (at that moment) for a Legacy PC used as domestic server so I had it stored on a closet, but now my Dell laptop is at service (one of the faulty NVIDIA GPUs from 2007) I really need back this comp.
I just had a feeling one day and tried everything at once, RAM slot switching, CMOS resetting (both off-power and jumper methods), brand new thermic paste, replacing the power button on front panel; oh surprise the pc started, but as soon as I turned it of i wouldn't start anmore...
I retried everything again, but no changes at all. Today I borrowed a (working) 20 pin ATX PSU from another legacy system, tho this mobo is 24 pin designed...
For details (too much story maybe?)
System: Ubuntu 14.04 LTS.
PSU: originally a 24 pins, 450 Watts generic Microtech(never replaced before), now mounted with a 20 pins, 250 Watts Dell.
CPU: Pentium dual core 1.8 GHz (overclocked to 1.9)
RAM: 1 GB DDR2 Corsair RAM
Motherboard: a lame PC-Chips P29G
Peripherals: 1 floppy, 1DVD, 1 CD-ROM and 2 HDDs; a primary 40 GB and an 80 GB for /Home, both IDE Seagate.
I might sound a little cocky, but English is not my native language, so I apologize for that... Maybe some won't read the postscript but... Any ideas would be thankfully appreciated, especially those that work 😀
 


I did, I borrrowed another (working) 24 pin PSU, still nothing happens...
since I tried resetting the CMOS with the jumpers (didn't work), taking the battery off doesn't seem to work either...
 


Gonna try, yes, I plugged the 12v CPU atx cable before, and the battery is new...
Just noticed the RAM is at a wrong place, hopefully this will solve the issue. ..

Nope, nothing happened, no post, no beep, no nada...
Shall I try bridging the front panel " sw power" pins?
 
Helpstar, man... I'm so sorry, accidentally voted down your answer...
Anyway, tried bridging the pins and taking the mobo out, none did help. Power gets to the keyboard LED but pressing the buttons leads to nothing...
 
It was indeed, a faulty one...
According to the support web (an only IP website that I had trouble to find) it was supposed to die three years ago, when it was in a box at the attic.
