PC wont start unless GPU is unplugged from PSU.

So I had recently come across an issue where my PC would turn on for a quick second then turn off. I looked around and I thought of it as a psu problem at first. I then unplugged one thing at a time to see what would happen, then I unplugged my gpu from its 8 pin connector and my PC would turn on. Would love some feedback on the issue thanks

Specs:
Intel I5 7600
MSI B250 m
EVGA GTX 1070
750w PSU
16gb RAM

I had at first thought that was the problem so I upgraded to a 750w just today and it still happened
