pc wont start up tried two motherboards

hi my friends pc recently broke the other day and basically we assumed the motherboard just died on him, so he ordered a new motherboard and now its still not working. the only thing they both have in common is the LED on them both turn on thats it. so now we dont know what it could be he's tried two different motherboards and nothing so could it be PSU????

If fans are not starting on both boards, next logical step is PSU.

so he got a PSU today and still the same thing nothing happens.
