PC won't start when my new GPU is installed?

So, when I install my Gigabyte GTX 960, my PC does not move beyond the 'Starting Windows' screen. It's frozen too, like the animation isn't moving.

Currently, I have uninstalled the card, and installing the drivers from disc, hoping that this is the reason it won't boot.

If this isn't the solution, does anyone have any ideas?

specs:
CPU: i5 3570k @3.4GHz
PSU: Corsair CX500 (Bronze)
RAM: Ballistix Sport 2 X 4GB DDR3
HDD: 7200RPM 1TB Seagate
Monitor: 1600x900 BenQ 21.5" Monitor
 
Solution
Download this and boot into safe mode, start it in safe mode and delete all your old GPU drivers, next time you boot in normal mode you should be able to perform a clean driver install.
