Question Pc won't start windows after CPU install

Have a ASRock b350 pro4 with 16 GB ripjaws ram. Ryzen 3600 and Rx 580. After installing this new CPU and RAM listed my windows won't start. I get the logo and the dots moving but they are moving very slow . I reinstalled windows which was very slow to be hit with a bsod that said driver PNP watchdog. Idk what to do.

Same Mobo
2200g
8gb Corsair vengeance
Corsair CX 750m 1 1/2 years old
Intel 545s SSD 256gb
Rx 580.
Had windows 10 pro.

Likely, you need a bios update to 5.8 support a 3600.

I already updated to 5.80.

As a basic test of functionality,
Run memtest86.
It boots from a usb stick and does not use windows.
You can download the free edition here:
https://www.memtest86.com/download.htm

If you can run a full pass with NO errors, your ram should be ok.

Try to boot windows in safe mode.
That runs with a minimum of drivers.
Then install the motherboard drivers that came with your motherboard.
They will not be the latest, but should get you going.
Also download and install the 545s ssd drivers as well as the amd graphics drivers.

I only have this one pc I can't download anything if I can't get on it. And I can't get the windows to go to recovery mode to go into safe mode

Iv tried using both sets of ram
My old Corsair ram works fine with my old CPU and so does the new ram. So it's not a ram problem. Has to be the CPU right?
