PC won't start

HP XW9400 dual proc with Win7 Ultimate. Have been using this machine uninterrupted for many years. A couple of days ago it started freezing several times doing absolutely nothing. Had to hard reboot for it to turn on. Reviewed logs (while it was still ON) and nothing stood out. Booted to BIOS and monitored temperatures for 45 minutes. Everything was nice and it did not freeze on me. Turned it off and then could not restart the machine. When I plug it in, a couple of fans rev up for half a second, the green light over the power switch goes on and then off. Everything remains off. Power switch won't turn it on anymore. If I unplug the machine for several minutes and plug it in, it does a flash-of-a-second revving up of the fans and then go off. If I repeatedly unplug/replug back in, it won't happen. The Power switch is hardly used in the life of the machine as it remains on all the time. I swapped power supply with an identical one (from a working machine) and got the very same results. What does everyone think caused Windows to freeze several times and need a reboot, and then the computer failed to post again?
Motherboard battery has been changed. The power switch could not be the problem since the machine was ON when it actually began freezing up. Machine is on UPS.

You might have missed what I already described. It does NOT boot, so the CPUs are cold. There is no power to anything. The PC Speaker is disabled. This is not a new machine and the CPUs were both properly seated with thermal compound by myself 6 years ago. It might be overheating if it were to stay turned on -- but it is not.
