Pc wont start. Like nothing happens when the button is pressed. No lights and no fans move. Its a new build and has been fine for about a week but then my new graphics card a arrived and I put it in and the pc wouldn't start. So I unplugged the graphics card and it still wont start. All the powercables are in the right place. The panel connectors are in the right place and the psu is fine because the graphics card lights up when plugged in.

System specs:
i7-4790k
12gb 1600 Corsair vengence
Gtx 960
2t seagate barracuda
Motherboard: asrock h97m pro4
Psu: artic 550w

Solution
Looks to me like your bargain basement quality PSU is failing. Just because some lights and fans work doesn't mean the PSU is fully operational. Hopefully you get lucky and it didn't take anything with it. A low quality PSU can the potential to damage anything attached to it.

Sometimes when i do hardware changes i switch off small button at the back of power supply to make sure there's no electricity when i work with components and forget to put it on when trying to run computer. Check yours, if you did not do the same mistake LOL
