PC wont start

Hello, i am desperately in need of help.

my pc does not turn on and when the power button is pressed the fans spin for about half a second before stopping.
here are the specs:
CPU: amd fx 6300
Mobo ASUS M5A78L-M
RAM 16GB corsair vengence 1600mhz
PSU evga 600w
GPU gigabyte windforce 3 7950

what i have tried already:

• 
  removing GPU
  removing all but one stick of ram
  tried different ram
  removed everything connected to the motherboard except 24pin and 4pin along with power switch and fans
  cleared cmos
  re plugged in 24pin and 4pin power connectors

the cpu motherboard and power supply are new and came just today. as the pc had died previously.

ok this was the problem a screw wasnt seated properly so thank you for the suggestion. however now i have a new problem when i start up the pc it gets to the splash screen however when i tap the del key it either freezes or it doesnt register and goes to a screen which says the bios needs to be recovered and to enter setup however i cannot enter setup as the pc either freezes on the splash screen or returns to the error screen.

Try clearing the CMOS (unplug the power cord and remove the CMOS battery for a minute).
What are the last 4 digits on a sticker like http://www.guru3d.com/miraserver/images/2011/990fx-sabertooth/IMG_4499.jpg ?

it has all been fixed now turns out it was the front panel usb shorting stopping it from getting past the splash screen.
