PC won't start

I installed Windows 10 and everything was fine until suddenly it decided to crash and display a blue screen with "not enough RAM" error message. I did have enough RAM.
Anyhow, I managed to get Windows 10 running again and decided to restore the pc to an earlier point & now my PC won't boot at all.

I tried to boot using a usb and a CD boot disk but it doesn't access the drives for these to work.

Please help and advise what I can do to sort this out please as I'm out of ideas.

First, Can you provide details (make and model) on your cpu, motherboard, ram (how much, how many sticks?) and video card.

Second, have you tried removing all your ram, and use a single stick of ram in slot 0 and try to boot. (it is possible if you have a bad ram stick it causes ram issues) if it boots, set it aside and try the next ram stick. if it doesn't boot, its a bad ram stick.
