Question Pc won't stop throttling

Hi, in need of some serious help for some reason my pc will not stop throttling when idle or opening an application (games are understandable) but I've tried everything from the bios with the fans to everything but I can get it to calm down so to speak it sounds worse then a PS4 sometimes? Any ideas or suggestions I can list specs if needed. Thanks

16gb Corsair 3200mh ram (vengeance)
Gigabyte X570 AORUS ELITE Motherboard
Corsair cx 750
Seagate firecuda 2tb
Gtx 1070ti

On idle my cpu is about 46-55°

Are we perhaps attempting to apply the term 'throttling' to now mean 'i don't like the sound of ramped up fans'?

Throttling is a reduction in clock speed, normally due to heat issues...

Only reason I use that word is because I was told the fans are ramping up sorry for the miss use

I believe it is the cooler only stock last night I turned off the fan on the cooler and it was quiet so my guess is that it's only the stock one and I clean my pc inside and out every 3-4 weeks as I have pets
