PC won't turn OFF completly

ever since HP replaced my motherboard under warranty some time ago my machine wont fully power off, windows shuts down and it goes through the usual process and then I hear my speakers cutting off and the display also stops receiving a signal but the power light stays on and I can still hear fan's running meaning I have to hold down the power button to fully turn it off. I've updated the BIOS, checked all drivers are upto date changed all the power options in windows and disabled fast boot and replaced the PSU but nothing has made any difference. Any idea's would be great!

After the motherboard replacement, did you reinstall your OS? Or are we talking about a system that has seen a clean install of OS? Can you include the make and model of your PSU? It also seems like you're working with an HP prebuilt system, mind sharing the SKU/model?

They did not reinstall windows but since having back I have done a reinstall choosing to delete all user settings and data and reinstall windows. It came with a stock PSU but I've recently upgraded that to a Corsair CP-9020103-UK CX Series CX650M ATX/EPS Semi-Modular 80 Plus Bronze 650 W. I'll add that the problem was only there from the time I got it back from HP and the only thing they changed is the MB (or so they said)
 


Just to add my 2c worth, when I built my new Ryzen machine recently, and installed windows 10, mine was doing the same thing shortly afterwards, I think its one of the windows updates causing it, or windows itself, a reformat and re-install fixed the problem for me.

 


The only part of that I haven't tried is formatting the drive, I have re installed windows a couple of times it just seem's like too much of a coincidence that it only did it after the motherboard was replaced but it could be just that
