Ok so today I cleaned my pc I didn't over did anything just took out the RAM and GPU and cleaned all the dust but after I tried to turn my pc on it won't show any display not even "No Signal" the cpu fans and led lights do turn on and then turn off again appear to be stuck in some kind of loop of on and off... I tried re setting everything but still no luck. I can't get any professional help directly because of the lockdown due to corona virus here.

My PC specs are-
Ryzen 7 3700x processor
Asrock b450m steel legend motherboard
16gb of Corsair venginace ram
Sapphire Radeon RX590 gpu

Solution
I feel you, Im facing the same situation, but mine is not looping on and off. First thing would be to clear you bios using a flat screwdriver or a jumper (unplug/turn off your psu first), you could also take out the bios battery (the flat pill battery) for a couple of minutes and see if that helps.
