Any idea how a simple restart could cause this? Or what it's relate to?

It's a new build, assembled today, booted, installed windows and some programs, updated graphic card drivers

First restart through windows, system shut down but mobo and case lights keep being on, waited a bit - nothing, tried to hold power button - nothing

Switched off psu and unplugged, lights turned off

Plugged back in and switched on psu, press power button, mobo light blinks once and nothing

Unplugged every peripheral, only psu power connected - nothing

Mobo light blinks once every time unplug and plug psu power cable

Tried isolating by gradually unplugging cpu, ram, gpu, fans, mobo battery, cmos, switching case power and reset cables, usb, audio - nothing

Solution
Maybe the motherboard crapped out. Would start with rma of that.
Make sure stand offs are in the right places.

Guess this is the 5700 ....

One thing you could try is using two cables=one connector each to power the gpu instead of one cable= two connectors, see if that helps.
