PC wont turn on after shotdown

I had a problem with my pc where i had unexpected shutdowns and i rma'd my mobo and when it came back after i installed everything it wouldnt turn on, after reconenecting everything it turned on and everything worked perfectly without unexpected shutdowns, but now every time i shut it down for a long period it wont turn back on, i reconnect everything and nothing, and sometimes it doesnt turn back on out of nowhere, problem is everytime i turn it off for a while, its a pain to get it back running... What could be the problem...?

Also PSU is brand new + i tested it with paperclip and works.
