PC won't turn on at all

I have recently built a new computer, and when i have everything hooked up and turn the power on the computer will not turn on at all. None of the fans start up and no lights turn on, nothing changes. I have double and triple checked to make sure all of the wires are plugged in to the right spots, and i have even tried running it with just the psu and motherboard.

I tried plugging the psu into my older pc that i know works, and it started up with no problem.
The motherboard, cpu, ram, and case are all new, the graphics card, hdd, and psu are about a year old.

My system specs are:
msi z87-g45 motherboard
Intel Core i5-4570 cpu
geforce gtx 680 graphics card
OCZ ModXStream Pro 600W psu
 
Is the 24 pin AND 4 (or 4+4 or 8) pin CPU power connected (and fully seated) to your motherboard? Did you get a motherboard speaker with your motherboard or case accessories? If so, have you connected it to see if there is a beep code/pattern?
 


the 24 pin and 8 pin are both properly connected, and as far as i know the motherboard does not have a speaker
 
Refer to your motherboard manual. In it there should be a layout diagram and a 2-pin header for a small motherboard speaker to attach to. As I said earlier, if either your case or mobo accessories contained a small 2-wire speaker, it's where it would attach to get POST beep codes/patterns.
 


i unplugged the usb ports and fans but still no response, i also do not have an io shield installed, would this cause a problem?
