Pc wont turn on at all

Green light on the MB is turned on but when i try to turn on pc nothing happens, i unpluged and pluged in power cable more than few times, tried connecting it directly into a wall still nothing. Lastly i tried that paper clip trick and my psu fan was spinning. Ikd what is the problem , maybe motherboard is dead?

I've open psu and saw this (imgur.com/a/15F4Y) i never saw anything like that, capacitors usually pop up on top or some black poweder comes out from the bottom

No. That is a silicone adhesive used to ensure that large capacitors do not break off from the board due to vibrations. It is non-conductive and widely used in industry for components. it's harmless.

that is fine it is an adhesive ( I think). I have seen it before in myriad different units.
electrolytic fluid is not that pretty.

that looks like adhesive

possibly used to hold them there while it gets solder bath treatment would be my guess

IDK if the power supply a good unit, but that is normal for a power supply to have that adhesive.
