Pc wont turn on, does a squick noise when trying to start

This is a reacuring problem.
The pc just wont turn on from time to time.
When trying to press the start button there is a quick sounds like the one when the Psu starts itself, but nothing more - to get this effect again only works after unplugging and plugging, tho still has no effect.

The system has:
Gigabyte x99 sli
64gb crucial ram
Pny gtx 1080
1tbssd and 3hdd's
I7 5960x
Endermax 1500w gold psu

The psu is brand new, so i dont think its his fault. The mobo sometimes show Orange/red light on the fbios flash.

Unplugging everything from it doesn't seem to help.

Any ideas what is the problem and how to fix it?

Futher developments, it turner on in the morning, but the screens and the usb devices wont turn on.
Tryied the CMOS but it did no difference
