PC won't turn on. Front Panel doesn't work (not even with screwdriver short trick)

Computer refuses to turn on. The F-Panel had everything plugged in correctly and still refused. Multiple different combinations were also tried that weren't what the manual said since we used that to properly do it the first time. The green light on the motherboard lights up to indicate there is indeed power so the PSU isn't faulty so I am confused as to why this brat of a PC won't start.

See if a fan connected to it does spin.
