pc wont turn on help

hi.
im testing an old pc (ddr2)

it wont turn on . no fans or anything, what could be the problem, i know it could be the power supply. but beacuse its ddr2 and the ram isnt new it could be a fualty ram
could it be the ram?

if a ram is failed does the system turn on?

i dont have a motherboard speaker. sry
 
Solution
A PC should still turn on even if all the installed RAM was faulty, indeed even if no RAM was installed at all.
It wouldn't get any further than the POST, but it would switch on.

The PSU has to be the primary suspect if everything is "dead".
