Question Pc wont turn on normally

At the start of the day I have difficulty on turning on my PC I have to turn on my UPS then wait 20-40min after that it turns on normally. I tried going to the pc store where I bought the pc but when they try to start my pc it starts normally. I tried different outlets in our house and directly connecting the PSU cable to the outlet also I tried using my neighbors outlet still no luck.

I've tried the paper clip test and the PSU is working fine and used a multimeter to test all the output voltage of the 24 pins. The output voltage is all correct

Also the 6pins are fine with the output if 12V

And I replaced the CMOS battery with a new one

But when I connect it to my motherboard it wont start unless I wait for 20-40min then comeback to turn it on

When my pc turns on there's no other problem I use it 8-11hours per day for work
The only change in the BIOS settings is that I enabled my XMP profile for my RAM

a uninterruptible power supply used to keep the computer running whenever there's a power interruption

I tested plugging it in the wall outlet itself still no luck
