Question PC Won't Turn on OR Wake Up From Sleep Mode Unless I Toggle the Power Supply on and Off

I've recently installed an i9 9900k processor into my computer. Ever since then my computer works just fine, except for when I need to turn it on. If I turn my computer on, or wake it up from sleep mode, instead of powering back on like it should, it makes an attempt to turn on, then cycles off and on over and over again. This means that I can't leave my computer in sleep mode (which is especially annoying considering my computer wakes me up at night when it power cycles) or boot windows from bios. I can only get it to work if I turn off the switch to my power supply, wait a couple seconds, then turn it on again. The only problem that I can see with my build is that I have a Z370 chipset on a Coffee Lake Refresh CPU and that I might need a BIOS update. Any suggestions?
