Question PC won't turn on "Power surge error"

Posting for a friend.

He said the following. He went to plug in his USB charger for his shaver and got an error saying power surge in the port. He said he left his computer on and went out. When he came back his mouse wasn't working and he said he restarted his computer and it wouldn't turn back on.

He mentions that the LED lights show up inside his computer. He actually sent me a video so I'll link it.

Not very good at troubleshooting the hardware side of things but I did get him to remove all the USB's and have 1 monitor and try to restart it that way but no success.

Here is the video. As you can see when he attempts to start the machine the fans spin for a second and that's about it.

Never ingore warnings from computer and if it says usb power surge unplug the device and dont leave it on, Unplug the computer and try removing cmos battory for 30 secs and plug it back in. Also do not use Computer to charge up things use normal plug socket with usb plug thing that come with shaver
 
Yeah I did say don't do that.

I got him to remove the CMOS battery and it seemed to have worked. Fans are spinning more noise from the PC etc. However, the monitor is display no signal now. Got him to do a few basic stuff but nothing seemed to have worked. Not 100% sure the problem has been fixed.

Do not think what to suggest because he left computer on with usb shaver that should been in correct plug socket and looks like this power surge thing made problems with computer. Only way to find out is by testing the parts out!
 
Using a computer as a power source for grooming devices and other computing related stuff is... ill advised. There are rules USB peripherals are supposed to follow and a Chinesium razor will flout just about all of them especially power draw. I bet the instructions for that shaver tell you to plug it into a wall outlet adapter. Why? Because in most cases they can provide the extra watts demanded by stubble shearing.
