Question PC wont turn on, unless i put a jumper on the atx connectors

so my pc wont turn on whenever i press the power button after a huge delay lets say 1-2 hours but the usb ports have power, i thought it might be the power button's connector to the mobo and after a quick research i tried breadboarding JFP1's power but still the same, then i tried detaching the 24-pin power connector from the mobo and put a jumper on a ground (black) and the power on (green) and to my surprise it turned on, i also did a multimeter test on the 24-pin's molex openings and the volts look pretty fine, could my mobo be the problem or the psu?

psu - thermaltake litepower 650w
cpu - core i9 9900k
gpu - gtx 1080
mobo - msi pro
ram - 48gb ddr4

Since your PSU powers up when you jump the green pin to ground, if the motherboard header pins that connect to the two power button wires being shorted do not power on the board, sounds like the board. If those two pins being shorted also power it up, then the case switch or wiring to it are the likely problem. Before replacing the board though try a CMOS clear first, as I've on rare occasion seen that correct the motherboard header pins failing to power on with a direct shorting.

And as always consult your manual to insure that you have the correct two motherboard header power pins.

i tried resetting the cmos both via jumper and removing the battery, no results. welp seems like i have no choice but get a new mobo
