Question PC won't turn on with 4 Pin CPU cord plugged in

CORSAIR Vengeance LPX 8GB (1 x 8GB)

TL;DR: Can't tell if my issue is with my CPU, new motherboard or new PSU so sorry if I'm posting in the wrong place. When I leave the 4 Pin CPU power cord unplugged the PC will power on and fans will spin but when I plug the 4 Pin in there is no response whatsover. Basically my question is should the PC still power on with 4 Pin plugged into the motherboard regardless of if the CPU is bad or not inserted? I don't have duplicate parts to test with.

For more information recently my PC shut off out of nowhere and there was a burning smell. I assumed it was the PSU and replaced it but no go. Replaced the motherboard as well due to finding a burn mark and seemed to be the source of the smell and I get the result I stated in the tldr. I need to know if having just the 20+4 pin and the CPU 4 Pin in WITH NO CPU INSERTED should still let the PC power on so I can narrow down my issue.
