PC won't turn on with PCI-e cables plugged into GPU

Hi there, could really use some help, typing fast so excuse any mistakes. Basically i was using my pc all day and it was a pretty hot day then during a game the pc just shut off, after unplugging replugging etc it wouldn't turn back on. to make a long story short i sent back the PSU and got a new one. Ive had this pc for a while with no problems keep in mind. I got the pc back hooked up everything and tried to turn it on - again nothing. I took out the gtx 970 and voilaa, it turned on everything was good all fans spinning etc and the pc works with cpu on board graphics everything works. I plug the GPU back into the pci slot and the pc still stays on etc and the gnu fans start spinning like normal, I plug the right hand side pci-e cable into the the 6 pin slot on the right everything still works fine gpu fans spinning, if i plug in the DVI cable to the gpu the monitor says please power down and connect PCI - cables. So i plug in the left hand side pci-e cable the 8 pin and as soon as the metal touches the pin thing , pc instantly turns off, i pull it out pc comes back on and i can repeat this. Even with the gpu not plugged into the slot and i just put the 8 pin connector in pc does and doesn't turn on. I have no other pc i can do any tests on etc and theirs no visible damage to GPU any ideas ? is the gpu done ? or? Thank you.

I think there's a decent chance either there is something wrong with the card and it is pulling too much current and causing the voltage to drop and you crash.

OR

The PSU is weak and the same thing is happening....only the the card is drawing normal current and the PSU can't handle it. I would try to check the voltages on the PSU with the card plugged in.

You want the positive voltages to be within +/-5% of their nominal value and the negative +/- 10%.

It's possible the GPU suffered a fault in one of the surface mount components on the board. Say, a bad VRM or whatnot. As such, the PSU is in fail-safe mode when it detects an internal short. Meaning, the problem might not be the PSU, rather the PSU is shutting down by design so as to prevent further damaged caused by a faulty video card.

That's all just a guess.

Some PSUs will shut down if you try and load them too much. Other PSUs....the voltage will drop and they will not shut down....at least not right away.

Thing you have to keep in mind its a brand new PSU same as the one i had before and the one i had before worked for me for ages. Its a 600 w 80 plus evga with gtx 970, 8gb ram i5 6500, and ik spec is low but i actually downgraded from i7 1080 as its all i need lol. But yeah so the psu is more than enough power wise and ive already proven that. I think its a faulty gpu and thats the problem ? is their no way to fix it ? i need every penny ive got right now for my car and im young. I cab to go buy a brand new one if i can fix it somehow

How do i check the voltages i don't have any tools like that ? if it is the gpu pulling to much current and the pc is dying as like a fail safe is there any way i can fix that ? thanks.

Well...being it's a new EVGA....I'm leaning a lot more towards the card being the problem now.
...although I've never fixed a gpu.

You could try it in another machine....but I don't know if I'd risk it....being we really don't know what it might do.
