PC won't turn on...

I turned my PC off to clean the dust filter and turned it back on, used it for about 5mins, went to take a shower and came back to find it off and now it won't turn on. It has been in use since April/May, on pretty much 24/7 without issues.

Intel G3420
Asus H81I-Plus
Corsair RM450
2x2GB Corsair Vengeance
WD Blue 1TB
Case: Silverstone SG08 Lite

I tried jumping the PSU but can't tell anything from that because the fan only turns on when the PSU is under a heavy enough load. My HDD was still connected to the PSU and it did not power up when I jumped it, is the PSU the problem here?

PSU switch is on, motherboard green LED is lit, ethernet orange.
2-pin PWR is still connected.
No graphics card.

When I removed the dust filter I didn't touch anything else. The filter is at the very top of the case and all I did was remove it, washed, dried it very well and replaced it.

Going to try connecting a fan to the PSU to test it.
