Often times my PC will start working really hard with only Spotify running and sometimes even with nothing running. I have done a complete scan with Malwarebytes and Avast and they found nothing.
It is possible that the cooler over compensates to a temperature increase.
Since we know that loads aren't the problem, and that the cooler gets it's information from the motherboard, there could also be the possiblilty of his CPU overheating in the first place, since the OP did not list his temps.
Yeah I have a water cooler (Anter KUHLER H20 650) that changes color depending on temperature. And while doing nothing It starts making a lot of noise and changes color to a deep purple. When this happens Realtemps show 40-mid40 degrees celsius.
Your going to have to be more specific. What does task manager say? Do you have high memory usage? High cpu usage? High disk usage? All three? Saying your computer is working hard doesn't really give me or anyone else much to go on.

Currently with only Chrome open Task Manager says 3% CPU Usage 20% memory usage and 0% disc uasge.
Could we have your full system specs, and did you build this computer, or was it pre-built?
If your CPU is AMD, then this is probably normal, as some of their CPUs tend to get very hot with only little usage.
