Question PC would not cold boot when my displayport monitor is connected

I have a Dell P2415Q monitor and LG C1 TV. My old pc runs fine with this setup but I just got a new pc and found out that every time when I have the DisplayPort cable connected to my dell monitor, it will not cold boot. All the rbg effect are turned on when I press power but nothing shows on both screens. It will load into windows if i press the reset button and it is also fine if I only have the hdmi tv connected for cold boot and later plug in DisplayPort. Does anyone know how to fix this?

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list them like so:

In this case we'll be seeing two sets of specs to understand what you have/had to work with. please include how you're tethered to the panels from your display out. We can move forward from there.
