At first glance, I don't see anything in the hardware that could immediately point to a problem. I'm not too familiar with XFX brand PSU's so I did a search on your model, found this review. http://www.jonnyguru.com/modules.php?name=NDReviews&op=Story6&reid=217 Overall a good performing unit, though the reviewer did note that the 3.3v and 5v rails aren't so great on regulation. If I remember correctly, those rails power your smaller peripherals like hard drives and optical drives, so maybe something like the initial power surge of 3 drives and however many other devices including USB stuff is drawing from your smaller voltage rails and causing an issue. Are you able to disconnect some of your peripherals to the bare minimum and try a boot up that way? Another option would be to try a different PSU for a test to see if that changes the symptoms you are seeing.

that depends on how the circuits are setup in your house. If you are in the US, most individual circuits are rated at about 15 to 20 Amps. If you have more than 10 friends and a bunch of lights or other appliances also plugged into the same circuit, you'd trip the breaker, but not cause any damage necessarily. You'd have to move them to another circuit in a different part of the house is all.
