PCE2PCE adapter with USB flash drive - Why won't this work?

I got one of these on ebay because it was offered in a bundle in a set for other cables I needed.

I don't need it, it was just cheaper to buy the cables in the bundle with this rather than buy the cables separately.

So, I thought I try to put it in my PCIe x1 slot with a USB flash drive attached to it just to see if it would work like that. But it doesn't.

I know that this thing is not sold for this purpose, it's usually sold with a PCIe x16 riser card for GPUs and such. But I thought I'd try it anyway.

I figured, as far as I can tell, when used with the x16 riser card it's just sending and receiving info to and from the riser card.

So I'm trying to figure out if this this is just defective or if there is a reason as to why it won't work the way I am trying to use it.

This is simply out of curiosity. If it's defective it doesn't matter really.

Wont work as the USB cable and USB port are not functioning using the USB Protocol, they are just using the USB cable as a medium to extend the PCI-Express connections from a 1x slot to a 16x slot (still will only work in 1x mode) this type of hardware is designed for mining specifically.

Right, I understand it is for mining. Your explanation makes sense. This "PCE2PCE" card I have would need circuitry/chip to be able to use USB protocol on the PCIe slot. Which is why a PCIe USB card works and this doesn't. This is what I thought, but just making sure. Thanks.
