PCI 3.0 Card in PCI 2.1 Motherboard

Hello. All decent graphics card now run on PCI 3.0, but my motherboard support PCI 2.1. I heard that These cards run on PCI 2.1, but are slower. Is that true? If it is, Is there a big speed difference?

i have a pci 2.0 and my card supports 3.0 and it runs just fine its just you have to make sure your motherboard has a x16 slot for the GPU
