Hi. I build and old system (Q6600). I have not install hard disk and windows yet. Everything in bios seems fine. The keybord works both ps-2 and usb port (the motherboard Asrock g31m-s has 4 usb ports) in bios. But when I installed an pci card (usb 2.0 hub with 4 usb ports) on the motherboard's pci slot and I connect the usb keyboard on this pci card (usb 2.0 hub), the keyboard does not work. Why? I can not find in bios any relative setting. Can you help me? Thank you in advance!

It wont work since you need drivers in order for the card to function, which wont be loaded until you are into the OS. There's nothing you can enable in order for the card to work in BIOS. The reason some devices like graphics cards works before the OS is loaded is because they have there own basic BIOS which communicates with the motherboard BIOS.
