Pci-e 2 graphic card on pci-e 1 motherboard

ai have a AMD x2 3800+ processor, 2 gb RAM and Asus M2N-X motherboard with PCI-E x16 1 slot and i want to buy a PCI-E x16 2.1 graphic card (Radeon 5570 or Radeon 5670)- budget limited
Question 1:
Will i be able to enjoy the full power of the graphic card with PCI interface Express1?

Question 2:
given that the motherboard is a PCI Express x16 1 and the graphic cards are PCI Express x16 2.1 is worth buying radeon 5670 which is more expensive than the Radeon 5570?
 
HD 5670 is 2.1, and as far as i know there's no difference between PCIE 2.0 and 2.1
