PCI-E 3.0 x16 Riser Cable issues?

This is the riser cable I have:

And somehow my msi gtx 1070 underperforms in games by 30% or more...
After a few minutes the screen goes black,just like when I shut down my pc.
Also sometimes when I start my pc, the monitor just wont recognise the card,and wont turn on.
Strange thing is, the riser cable only works on the first 3.0 x16 slot and not the second.
Am I missing something ?

Either the cable is DOA or you didnt put it firmly in PCIE slot, otherwise linus tested it withn 3 meters [strike]or more[/strike] it worked fine. https://www.youtube.com/watch?v=q5xvwPa3r7M&t=493s

Is there anyway for you to test the GPU\system without using that riser cable?

It seems to have no problem with the 2.0 slot. Should I stick with it? Or does it affect my performance in any way?

Their is minimal performance difference from PCI 2.0 to PCI 3.0. PCI 2.0 still has pretty decent bandwidth. You shouldn't notice a performance decrease.
