PCI-e Cable Error on Boot

Hi,

Three days ago, when I plugged in the HDMI cable to my GPU, an explosion sound came and my GPU chipset is burned. (Also the TV which is other side of the cable is not working anymore)

So I borrowed one of my friends GPU (780ti) and made the setup yesterday. But when I boot the PC, it gives me this error:

PLEASE POWER DOWN AND CONNECT THE PCIe POWER CABLE(S) FOR THIS GRAPHICS CARD

I'm absolutely sure that I connected the PCIe cables correctly.

Do you have any idea about what might cause this issue?

Ok I've sorted it out. Looks like the problem is, my PSU was not enough for GTX 780ti. I replaced my 600W PSU with a 700W one and now it works like charm.
 
Inadequate power of PSU would not cause no-boot effect, as GPU uses only a portion of its required power during boot. Unless the deficit would be huge of course, but 600 W unit should be way more then enough to just start PC with such GPU. It could fall short of actually using it under load, but that's another story.
 


Then it should be my PSU cables as you said previously. Replacing it with a new 700W solved my problem, that's all I know. Thanks for your help.
