PCI-E Maximum Power

I have a Dell Optiplex GX620 Small Form Factory.
I have a hd4350 running on it and it is perfect.
But i want to have a dx11 card,,for some reasons.

1.I CANT UPGRADE MY PSU)
2.I CANT UPDATE MY WHOLE SYSTEM ,,I AM ONLY 15 years old,,,dont have so much money

The problem is that my PCI-E is only 25W max power and not 75W. (WHAT IS THIS ,,,A PCI-E SHOULD HAVE 75W)
In wikipedia is said :

"PCI Express cards are allowed a maximum power consumption of 25 W (×1: 10 W for power-up). Low profile cards are limited to 10 W (×16 to 25 W). So 75W. I CANT UNDERSTAND THIS.

I want a hd5570 (about 43W) or a gt430 (about 39W) but i am not sure.

PLEASE HELP ME!

any non 6 pin pci-e connector should work just fine as long as the psu is around 300watts. So with a low profile case u could get high end a 6670 or 7750. So if the gpu does not have a connector going to the power supply then it should power on just fine

I feel for you with that 4350. Its basically the same as the 4530m in my laptop.. Keep in mind that with your case it HAS to be a low-profile card or one marked as low-profile ready that comes with a seperate bracket for low profile cases.

What CPU is in there the Pentium.4 or the dual core Pentium d? What games are you planning on playing with this? and upgraded card may only mean slight performance boosts due to CPU and memory.
