PCI express 2.0 x16 compatible with PCI express 1.0a x16?

I believe my motherboard only supports PCI express 1.0a x16. Is my motherboard compatible with a PCI Express 2.0 x16 video card? My current video card is an 8600 GT. Since my PSU is only 300 watts, I would go with a low-end model like the GT 220 or GT 430 if possible.

I’d like to upgrade my video card so that I can view my current PC on a WD-82838 DLP TV via HDMI out (until I purchase a newer HTPC).
