Pci express 2.1 compatible with 2.0?

Hi,
My brother plays minecraft with our old PC. And it runs horribly. Literally like 10-15 fps. Its a pentium 4 2.4ghz, no graphics card, 1 gb mem, and only pci 1 slots.
I was looking at making a new system for him (around or below $300).
AMD card obviously for the low cost.

So the graphics card is 2.1 pci express, and the motherboard has 2.0. Is it still compatible?

Also any other suggestions for this build if you could?

Yes, all PCI-E components are backwards/forwards compatible. It can limit the bandwidth ever so slightly, but nothing you'd pick up on.
